One of the most critical concerns of planners is coordination and compatibility between the educational system's outputs and the labor market's needs. Higher education's quantitative and qualitative development should follow the predetermined goals to benefit as much as possible from graduates' abilities. Educational planning should provide the specialized needs of the labor market as well as prevent unemployment and waste of graduate abilities. Compatibility between job needs and quantitative and qualitative development of higher education plays a key role in getting stable jobs by agricultural graduates.Therefore, universities and agricultural higher education centers should implement educational programs in accordance with the changes, transformations, and challenges in the agricultural sector. In this article, the estimation of educated manpower needed in the fields of mechanization and agricultural machinery with a qualitative and narrative type of view and with an analytical method was discussed. This research is applied in terms of scope and descriptive study regarding the execution method. The estimation of the required manpower in the mentioned disciplines using the ratio density model by developing a focus group consisting of 10 agricultural education experts. The focus group included participants with common traits/experiences from the universities of Tehran, Azad Islamic Tehran Science and Research Unit, Agricultural Mechanization Development Center, Agricultural Engineering Technical Research Institute, Agricultural Engineering and Natural Resources Organization, and Agricultural and Industrial Machinery Union.

The statistics of recent years indicate a decrease in the desire of students to continue their education in secondary agricultural fields and also the lack of finding suitable jobs by the graduates of vocational agricultural schools in the agricultural sector. Knowing the current state of the secondary agricultural system is a prerequisite for any policy and planning in this field, and this research was conducted with the aim of analyzing the state of the agricultural education system at the secondary level. The statistical population included 1000 teachers and managers in 107 vocational agricultural schools, as well as technical and vocational education experts under the Ministry of Education in the whole country. In this qualitative data-based research (Grounded Theory), using the purposeful sampling method (snowball), the process of selecting and studying the studied samples continued until reaching theoretical saturation, and finally 68 people from 22 provinces of the country were selected as a sample. To verify the reliability of the data, careful note-taking was used during data collection, and the important things were recorded and noted during the interview by the researchers. Repetition of contents and concepts by experts indicated the appropriate reliability of the collected data. The results showed that during the data analysis process, 246 concepts were identified in the open coding stage, which were located around 52 axes; The core categories were also categorized into 12 broad and optional categories that include all the components of the secondary education system.

Today, psychologists believe that the factors that have caused the lack of Specialization and skills in the learners of higher education centers, and especially agricultural higher education, Lack of knowledge and understanding of the principles and foundations of meta-cognition and non-implementation and its use in teaching and learning topics. Regarding this, current paper was focused to identify and prioritize the promoter and deterrent factors of the institutionalization of meta-cognitive theory in the agricultural education system qualitatively.The population of the research was the experts in the field of educational science and Meta cognition, which were collected through deep individual interviews to identify and specify the propulsion and preventive factors(18 individual interviews). Selection of skilled snowball techniques was conducted in different fields of agriculture and education. Each of the respondents answered to open questions in meetings that lasted 15 minutes, The results of data analysis which was based granded theory in the form of three stages of open, axial and selective coding led to identification of eight groups of individual and behavioral factors, planning, Extensional, cultural, environmental, family and motivational as the propulsion ( 100 items) and three categories of deterred factors Subjective, psychological, and educational (33 items).

The aim of this study was to investigate the employment problems of agricultural graduates and the forecast of its trend in the future. A survey research methodology was conducted in this research. The Research instrument included a questionnaire. Face validity of the questionnaire by a number of Tarbiat Modarres and Tehran university agricultural extension and education faculty was confirmed and its reliability was estimated to be θ=0.85 using ordinal theta. The target population included Administrators and research and educational institutions faculty of Jehad-Keshavarzi in Tehran province (N=327) that among of them 147 person was chosen by using random sampling method. The results indicate that Executive Administrators were summarized agriculture graduates problems in four factors: Negative attitude to do private jobs, non- rational choice field of study, negative social status and Graduates employment problems. These four factors explained 69% of common variance factors and present problems. Results showed that some of these problems, according to the new education and agriculture policies, a decreasing trend and improvement is expected by respondents such as credentialism problem of graduates, desk mindset of graduates, lack of knowledge of agricultural fields before entering the university and the lack of the spirit of self-employment among graduates. The results showed that crises of agricultural education system in future include: Low employment agricultural graduates in government organizations, migration of rural graduates to urban areas, Employment of graduates in unrelated jobs and The only challenge to this system is the unwillingness of graduates doing things and issues relating to agriculture
