The higher education system, as the most obvious manifestation of human resource investment, plays a key role in training and providing effective human resources. So The development of higher education is very important as one of the infrastructures of the development of any country. In this regard, the development of agricultural higher education can play an important role in the growth of agriculture and guarantee the achievement of comprehensive and sustainable development of agriculture. The main purpose of this research was to identify the most important and the pillars ways to improve agricultural higher education. Due to the exploratory approach, qualitative approach was used to identify the solutions. The statistical population of the research was university experts, graduates, agricultural entrepreneurs and managers of agricultural jihad, and 32 experts were interviewed using purposeful sampling until reaching the threshold of usefulness. Agriculture has been used in Zanjan province. By analyzing the text of the interviews, 200 conceptual propositions related to the purpose of the research were extracted during open coding.These concepts were classified in the form of 52 sub-categories during axial coding and then in 6 general categories during selective coding. According to this classification, the most important aspects of improving the agricultural higher education system include educational-research, infrastructure, structural (infrastructure), individual-skill (human resources), administrative-management (organizational) and economic aspects.

Therefore, changing the approach of universities from educational and research planning to approach Creating a university entrepreneurial ecosystem has attracted the attention of the world's leading universities. Due to the lack of experience in the agricultural sector, the ecosystems of the fledgling agricultural business system should be identified using the teachings of pioneering entrepreneurship departments. The aim of this study was to evaluate the ecological model of university entrepreneurship system based on Eisenberg model and with emphasis on higher education in the country from the perspective of experts in start-ups, which was practical in terms of purpose and was implemented using a questionnaire. The statistical population of the study included 1550 graduate students from five universities of, using the Bartlett table, 315 of them were performed by cluster method with appropriate proportion and sampling. To measure the validity of the research instrument, a diagnostic validity method was used, the value of which was higher than AVE≥0.5 for acceptable structures. In order to determine the reliability, a composite reliability method was used, the value of which was higher than CR≥0.6 for the studied structures and was acceptable. The value of the sequential theta coefficient was also calculated for structures higher than θ≥0.7 In order to process the data, exploratory factor analysis and confirmatory factor analysis were used.

Given the policies adopted by the Ministry of Science, Research and Technology to make the universities and students entrepreneurs, innovative behavior in students can help the development of academic environment and, at the same time, it can be effective in motivating entrepreneurship amongst the students and lay the ground for their employment. In this respect, various factors can influence students’ innovative behavior. This study aims to explore the factors underpinning students’ innovative behavior in the Faculty of Agriculture in Sari, Iran. The statistical population was composed of 433 students, out of which 206 students were selected through simple randomization on the basis of Krejcie and Morgan table. Data were collected with a self-designed questionnaire whose face and content validity was confirmed by a panel of experts. Also, the average derived variance (0.830 < AVE < 0.923) and combined reliability (0.500 < CR < 0.620) showed that the research measurement model had convergent reliability and appropriate validity. Also, the research research structual model was found to have diagnostic validity since the average derived variance was greater than the average shared squared variance and maximum shared squared variance. Data were analyzed by multivariate method of structural equations modeling using partial least squares method with the Smart PLS software package. The results revealed that out of nine studied factors, four factors including organizational culture (β = 0.296 and ρ = 0.010), education (β = 0.330 and ρ = 0.001), motivation (β = 0.249 and ρ = 0.006) and personality
