One of the important functions of the institution of science and higher education, is the training of human resources with skills that are suitable for the current and future conditions of the country, dealing with knowledge and the ability to apply it. Currently, the significant unemployment rate of the educated workforce in the country is a proof of the incompatibility of the policies of these two sectors. In Iran, despite the quantitative development of universities and higher education institutions in recent decades, issues related to unemployment and lack of practical skills of young graduates have increased.Compatibility between job needs and quantitative and qualitative development of higher education plays a fundamental role in identifying the competencies needed by students, especially in the agricultural sector. In this research, the need assessment and estimation of academic human resources required in the fields of food processing industries were investigated with a qualitative research approach type. First, the the number of students in the fields of food science and technology during the years 2010-2021 were examined. next, by referring to upstream laws and documents related to the food processing industry and using the ratio density pattern in a qualitative method, data processing and analysis was done and the required expert manpower was estimated. Based on the results, the total number of specialists required in the year 2021 in the fields of food processing industries was determined to 7236 people, which, according to the educational levels, includes 3587 associates 2468 bachelor 1058 masters and 123 doctors

Most of the transformations that lead to economic, social and industrial development in any country are affected by the scientific progress of those societies. Planning for the education and training of skilled and specialized personnel, especially at the university level, should provide and meet the specialized needs of society and the labor market, while preventing unemployment and wastage of graduates. In this regard, universities and centers of higher agricultural education should be planned and adjusted according to the changes, transformations and challenges in the agricultural sector. Adaptation between job needs and quantitative and qualitative development of higher education plays a fundamental role in identifying the competencies needed by students, especially in the agricultural sector, in order to obtain sustainable jobs. In this article, with the view of a qualitative research of narrative type with analytical method and in terms of document data collection, with a non-experimental model, the performance of higher education in the field of fisheries and aquatics was examined. In determining the amount of manpower required, the ratio density method or standard framing was used. The basis of this estimate is the standardization ratio of the need for university-educated manpower to different sectors of fisheries activities, including aquaculture, fishing and processing. The results showed that in order to meet the needs of the department in the academic year 1403, 417 associate students, 177 bachelor's students, 123 master's students, and 37 PhD students should be accepted in different fields and trends.

One of the most critical concerns of planners is coordination and compatibility between the educational system's outputs and the labor market's needs. Higher education's quantitative and qualitative development should follow the predetermined goals to benefit as much as possible from graduates' abilities. Educational planning should provide the specialized needs of the labor market as well as prevent unemployment and waste of graduate abilities. Compatibility between job needs and quantitative and qualitative development of higher education plays a key role in getting stable jobs by agricultural graduates. Therefore, universities and agricultural higher education centers should implement educational programs in accordance with the changes, transformations, and challenges in the agricultural sector. In this article, the estimation of educated manpower needed in the fields of mechanization and agricultural machinery with a qualitative and narrative type of view and with an analytical method was discussed. This research is applied in terms of scope and descriptive study regarding the execution method. The estimation of the required manpower in the mentioned disciplines using the ratio density model by developing a focus group consisting of 10 agricultural education experts. The focus group included participants with common traits/experiences from the universities of Tehran, Azad Islamic Tehran Science and Research Unit, Agricultural Mechanization Development Center, Agricultural Engineering Technical Research Institute, Agricultural Engineering and Natural Resources Organization, and Agricultural and Industrial Machinery Union.
