Abstract
Most of the transformations that lead to economic, social and industrial development in any country are affected by the scientific progress of those societies. Planning for the education and training of skilled and specialized personnel, especially at the university level, should provide and meet the specialized needs of society and the labor market, while preventing unemployment and wastage of graduates. In this regard, universities and centers of higher agricultural education should be planned and adjusted according to the changes, transformations and challenges in the agricultural sector. Adaptation between job needs and quantitative and qualitative development of higher education plays a fundamental role in identifying the competencies needed by students, especially in the agricultural sector, in order to obtain sustainable jobs. In this article, with the view of a qualitative research of narrative type with analytical method and in terms of document data collection, with a non-experimental model, the performance of higher education in the field of fisheries and aquatics was examined. In determining the amount of manpower required, the ratio density method or standard framing was used. The basis of this estimate is the standardization ratio of the need for university-educated manpower to different sectors of fisheries activities, including aquaculture, fishing and processing. The results showed that in order to meet the needs of the department in the academic year 1403, 417 associate students, 177 bachelor's students, 123 master's students, and 37 PhD students should be accepted in different fields and trends.
