چکیده

پسته، یکی از محصولات راهبردی باغی کشور است؛ با این حال، باغداران با چالش‌هایی در زمینه تولید آن مواجه هستند که موجب کاهش عملکرد در واحد سطح نسبت به میانگین جهانی شده است. بخشی از این مشکل به پایین بودن سطح دانش فنی و مهارت باغداران بازمی‌گردد. در پاسخ به این چالش، «طرح مدیریت به‌هنگام باغ‌های پسته» در 13 استان پسته‌خیز کشور اجرا شد. با توجه به اهمیت ارزشیابی اثربخشی فعالیت‌های ترویجی، پژوهش حاضر با هدف ارزشیابی اثربخشی این طرح بر اساس الگوی سیپ (CIPP) انجام شد. جامعه آماری، شامل 51 کارشناس مروج پهنه سایت‌های الگویی مدیریت به‌هنگام پسته بود که با روش سرشماری، 42 نفر به پرسشنامه پاسخ دادند. پرسشنامه‌ای محقق‌ساخت، ابزار گردآوری داده‌ها بود که روایی شکلی آن به‌وسیله یک گروه از متخصصان، روایی سازه آن با محاسبه میانگین واریانس استخراج‌شده (AVE) و پایایی آن با ضریب تتای ترتیبی (θ≥0.70) و پایایی ترکیبی (CR≥0.70) تأیید شد. پردازش داده‌ها در بخش توصیفی با نرم‌افزار SPSS نسخه 27 و برازش مدل با نرم‌افزار Smart PLS نسخه 3 انجام شد. یافته‌ها نشان داد که در بعد زمینه، گویه «میزان مناسب بودن اهداف طرح با شرایط باغات پسته کشور» و در بعد برونداد، گویه «تربیت مروجان حرفه‌ای پسته» بالاترین رتبه را داشتند. در بعد درونداد، مؤلفه «آموزشگر اصلی طرح» و در بعد فرآیند، مؤلفه «دوره‌های آموزش و توانمندسازی مروجان» در بالاترین رتبه‌ها قرار گرفتند. رتبه‌بندی کلی ابعاد نیز نشان داد که «درونداد» بیشترین و «فرآیند» کمترین میانگین را داشتند. نتایج تحلیل عاملی تأییدی از کفایت مدل اندازه‌گیری و تأیید ساختار چهاربعدی الگوی ارزشیابی اثربخشی حمایت کرد. این نتایج نشان داد که تمرکز بر توانمندسازی مروجان، ارتقای مهارت‌های آموزشگری، بهبود سازوکارهای ترویجی، سازوکارهای مناسب پایش، نظارت و تشویق و فراهم کردن امکانات پشتیبانی می‌تواند کلید موفقیت طرح‌های مشابه در حوزه کشاورزی باشد. پیشنهادهایی برای بهبود «طرح مدیریت به‌هنگام باغ‌های پسته» ارائه شد.

Evaluation of the effectiveness of the Extension Project of Pistachio Orchards Timely Management: A CIPP Approach

Pistachio is a strategic crop in Iran; however, lower yield per area compared to the global average is a crucial challenge. This problem is partly related to farmers' limited technical competencies. To address this, the “Pistachio Orchards Timely Management Project” (POTMP) was designed and implemented across 13 pistachio-intensive provinces. This study aimed to evaluate the project's effectiveness by applying the CIPP evaluation model. The study's population consisted of 51 extension agents engaged in the project, of whom 42 completed the questionnaire. The questionnaire demonstrated adequate face and construct validity, which were respectively examined by a panel of experts and by computing the average variance extracted. Questionnaire reliability was examined by computing ordinal theta (≥ 0.70) and composite reliability (CR ≥ 0.70). Data were analyzed using IBM SPSS 27.0 and SmartPLS 3. Findings indicated that, within the context dimension, the item “appropriateness of project objectives to the conditions of Iranian pistachio orchards” received the highest rating. In the product dimension, “training professional pistachio extension agents” ranked highest. Regarding input and process dimensions, the “main project trainer” and “training courses for extension agents” scored highest, respectively. The ranking of the CIPP dimensions showed that “input” had the highest and “process” the lowest mean scores. Results suggest that empowering extension agents, enhancing the instructional competencies of researchers and extension agents, improving extension mechanisms, strengthening monitoring, supervision and incentive systems, and providing logistical support are crucial for the success of similar projects. Recommendations are provided to improve the POTMP.
